The new eServices Register

  • The new eServices Register has recently been made available on the Digital Marketplace.
  • The new eServices Register consolidates the existing eServices and IT Infrastructure Registers into one eServices Register.
  • However, IT Infrastructure and eServices will continue to be procured using separate State contracts:
    • the current eServices Register Contract (now labelled the eServices Contract) will continue to be used for procuring eServices
    • the current IT Infrastructure Purchase Order Terms and Conditions will continue to be used for procuring IT Infrastructure.
  • The Buying for Victoria website provides further guidance about which contract should be used for individual products and services.

Procurement of IT Infrastructure and eServices has moved to the Digital Marketplace

The new eServices Register is now available on the Digital Marketplace, the Victorian Government's newest procurement platform.

To access the Digital Marketplace, government buyers will need to create an account and complete their buyer profile information. However, being registered on the Digital Marketplace does not come with automatic access to the State's mandatory contracts: buyers will need to request access to each contract, separately.

Since Monday 18 December 2023, Government buyers have been required to create new Requests for Quote (RFQs) on the Digital Marketplace. They can no longer create new RFQs in VendorPanel.

RFQs that were created prior to that date, and that are currently underway in VendorPanel, should be completed as soon as possible.

What has happened to the eServices Register?

The previously separate eServices and IT Infrastructure Registers have been combined into a single eServices Register. Previously, the eServices Register was used for the procurement of eServices, while the IT Infrastructure Register was used for the procurement of IT Infrastructure. Now, both eServices and IT Infrastructure will be procured via the eServices Register. The separate registers will be retired in VendorPanel on 1 March 2024.

However, even though there is now only one eServices Register, there is (presently) no single, new eServices Register Contract. The current eServices Register Contract (now labelled the eServices Contract) will still be used for procuring eServices, while the existing IT Infrastructure Purchase Order Terms and Conditions will still be used for procuring IT Infrastructure. In effect, this means there are now two eServices Register Contracts: the eServices Contract and the IT Infrastructure Contract.

The Buying for Victoria website lists the products and services included in the eServices Register.

The IT Infrastructure Purchase Order Terms and Conditions contract will apply to the categories specified in the highlighted boxes, while the eServices Contract will apply to all other categories.

What's next for Government buyers?

If Government buyers have new procurement projects planned and wish to use the eServices Register, then they should ensure that their suppliers are registered and meet the relevant minimum requirements. Existing, approved suppliers have already been migrated to the new eServices Register, and are thus equipped to follow the new process.

In addition, we recommend that Government buyers:

  • urgently finalise their existing RFQs in VendorPanel
  • consider their prospective procurements and inform suppliers of the relocation of the eServices Register to the Digital Marketplace
  • consider, and if appropriate, obtain advice on whether their existing procurement templates and materials need to be updated in response to this process change.
