Current Practice

Eleanor practices in government and administrative law, primarily providing advice and conducting litigation in the areas of planning and environment law and compulsory land acquisition.

Experience

Eleanor is an experienced and effective litigator.  Eleanor regularly assists government clients in judicial review proceedings in the Supreme Court, and merits review proceedings in VCAT, particularly in the areas of planning and environment law. 

Eleanor is focused on achieving the best possible results for her government clients, whether it be in the context of proceedings or early dispute resolution.

Recently, Eleanor had the carriage of significant and high profile environmental litigation in the Supreme Court, dealing with the regulation of timber harvesting in Victoria; and building regulation judicial review proceedings concerning matters of public safety.

Eleanor also regularly advises departments and agencies on questions of statutory interpretation and the exercise of statutory powers, in particular, in the context of planning, land assembly, and building regulation.  Eleanor has particular expertise providing advice on development and infrastructure contribution regimes under the Planning and Environment Act 1987 (Vic).  She enjoys providing comprehensive advice with practical solutions.

Prior to joining the VGSO, Eleanor practiced at an international commercial law firm in the area of general commercial litigation.  Her previous experience includes acting for clients in large-scale litigation in the Supreme and Federal Courts and in the context of a Royal Commission. 

In 2016/2017, Eleanor was an Associate to the Honourable Justice Jennifer Davies in the Federal Court of Australia.

Eleanor holds a Juris Doctor and a Bachelor of Arts (Media Communications) from the University of Melbourne.
