Current Practice

Jennifer practises in the Compliance Enforcement and Prosecutions team, undertaking various criminal investigations and high volume prosecutions for a number of government departments and agencies in connection with legislation including the Local Government Act 1989, Building Act 1993, Domestic Building Contracts Act 1995, Transport (Compliance and Miscellaneous) Act 1983, Architects Act 1991, Meat Industry Act 1993, Seafood Safety Act 2003, Health Practitioner Regulation National Law Act 2009 and Major Events Act 2009.

As part of those criminal investigations, Jennifer collates evidence, takes witness statements and advises clients on the prospects of success in the relevant prosecution and on other related matters.  She has developed a depth of experience in all aspects of criminal procedure across a range of jurisdictions.  For any prosecution, she is able to assist clients with filing charges, drafting Summaries of Offences, compiling Prosecution Briefs of Evidence, managing all aspects of complex litigation, and appearing as a solicitor-advocate in all administrative and substantive stages of criminal proceedings (including mentions, pleas, contest mentions, contest hearings and appeals) in all court venues. 

Since joining the VGSO in January 2010, Jennifer has enhanced her skills by undertaking secondments at the Victorian Building Authority, Taxi Services Commission and Corrections Victoria.  She annually chairs a Prosecutors Forum designed for all prosecutors who work in State Government departments and agencies.  She has also delivered VGSO's specialised training package on investigations and evidence, and she has created procedure manuals and precedents for prosecutions for failing to vote and for breaches of supervision orders by serious sex offenders.


Jennifer is originally from Northern Ireland and qualified as a solicitor in September 2000 before emigrating to Australia in December 2005.  

As well as being experienced in criminal law, she has previously appeared in numerous civil litigation matters in the County Court, Supreme Court, Court of Appeal, Federal Court and the Victorian Civil and Administrative Tribunal (and their equivalents in Northern Ireland and in England).

Prior to joining the VGSO, she worked in litigation roles as an Associate, Senior Solicitor and Solicitor for various private firms in different jurisdictions, from a top tier English firm to a niche Commercial and Building Litigation firm in Northern Ireland.
