Julie leads the Commercial, Property and Technology branch at the VGSO. Julie's team comprises over 30 lawyers and support staff dedicated to assisting the Victorian Government and its agencies in their activities.
Julie advises on government projects throughout their lifecycle on all government engagements with the private sector and on intragovernmental and intergovernmental arrangements.
Julie has particular expertise in government project work including significant outsourcing and procurement matters, contractual drafting and negotiation, statutory interpretation and assisting the Victorian Government and national government entities in policy development and legislative reform processes.
Julie has worked for government entities in a wide range of sectors including transport, emergency services, corrections, energy, resources, water and health.
Julie recently joined the VGSO from a leading private law firm and has over 20 years' experience in a broad range of commercial matters. Julie's recent work at VGSO includes advising clients on appropriate project governance arrangements in light of restructuring of the emergency management sector, leading negotiations on new contractual arrangements with private operators in the gambling sector and assisting in the preparation of related legislation, assisting Corrections Victoria in their strategic sourcing of goods for prisons, assisting in the establishment of new entities, including Court Services Victoria, advising on due diligence frameworks and processes and leading the legal due diligence enquiries for the purposes of a significant outsourcing transaction.
