Current practice

Kay practices in Administrative Law & Occupational Regulation, providing litigation services and advice work with a focus on professional disciplinary matters, administrative law and merits review.



Kay has acted for government in a broad range of administrative law and regulatory proceedings, including licensing, professional discipline, freedom of information, victims of crime, privacy and planning and environment matters. 

Kay assists clients to develop practical and strategic approaches to litigation. She has not only acted for clients in complex proceedings all the way through to the Court of Appeal but has also successfully resolved matters without proceeding to hearing.  In addition, Kay has advised clients on technical issues of statutory interpretation including matters relating to privacy, retrospectivity and vicarious liability. 

Prior to joining the VGSO, Kay worked at the State Revenue Office, acting for the Commissioner of State Revenue in taxation litigation, including conducting merits and judicial review matters before the Supreme Court and the Victorian Civil and Administrative Tribunal.
