Current practice

Disha has broad administrative law experience and has worked in the areas of Land Acquisition, Planning and Environment law.  Disha has represented Ministers, departments, statutory agencies and municipal councils in relation to compulsory acquisitions and planning, environment and heritage issues. Disha's practice includes litigation and advisory services in:

  • Planning and Environment Law;

  • Land Acquisition, Compensation and valuation;

  • Statutory Interpretation;

  • Administrative Law


Disha joined the VGSO in 2021 after 3 years in a national law firm specialising in Planning, Environment and Government Law.

Her legal experience  includes:

  • Advising on compulsory acquisition and compensation matters, including representation at the Victorian Civil and Administrative Tribunal and the Supreme Court of Victoria;

  • Advising on planning, environment and heritage matters including the scope of proposed planning controls and amendments to the planning scheme, Aboriginal heritage, and restrictive covenants;

  • Litigation services in relation to planning appeals and representation in planning panels including in relation to planning scheme amendments and fast track applications;

  • Advising Water Authorities on matters under the Water Act 1989 (Vic) including groundwater management, water entitlements and regulation;

  • Advising authorities on legislative amendments and review, including in relation to the EPA regulations;

  • Litigation across a number of jurisdictions including the Victorian Civil and Administrative Tribunal, and the Supreme Court of Victoria

Disha has undertaken a number of courses at the Planning Institute of Victoria including in relation Urban Design; Traffic and Parking Assessments; and the implementation of Development Contribution Plans and Infrastructure Contribution Plans.

During her studies, Disha was a recipient of the Edward Walter Outhwaite Prize for Human Rights Lawyering, and completed an internship at JobWatch and volunteered at Youthlaw.

Disha has a Juris Doctor degree from the University of Melbourne and has also has a Bachelor of Arts with Honours with a major in Politics and International Studies.
