Current Practice 

Felicity's practice comprises advisory and litigation work in administrative law and regulatory matters. Felicity advises government clients on complex questions of statutory interpretation and decision-making.  She also represents government clients in a diverse range of litigious matters, across state courts and administrative tribunals. 


Prior to joining the VGSO, Felicity worked as an Associate to Judges of the County Court of Victoria, in both civil and criminal jurisdictions.  She assisted in jury trials, various civil and criminal applications and appeal hearings from the Magistrates' Court. 

Felicity also worked as an in house government lawyer with a Commonwealth Department within the administrative law section of a legal services team.  Her worked involved statutory interpretation and advice on administrative decision making in the context of judicial and merits review cases. She has advised on delegations, appointments, privacy, freedom of information, applied law and diverse matters, such as review of an historical intergovernmental agreement between three levels of government.
