Current practice

Janine is a Special Counsel.  Her works focuses on judicial review litigation and she also has significant expertise in electoral law and integrity related matters.

She has acted for the State in a range of matters in superior Courts, including the Supreme Court and the Federal Court.  These proceedings often involve complex legal issues, and frequently involve managing multiple government interests in a time pressured environment.

Janine plays a significant role in the leadership of the VGSO.  She frequently acts as Assistant Victorian Government Solicitor of the Public Law and Planning Branch in the absence of Alison O'Brien and provides specialist legal guidance to solicitors across the office.  She has also previously managed both the regulatory compliance and administrative law teams.



Janine's experience includes:

  • Representing the Attorney-General in both Supreme Court and Federal Court judicial review proceedings arising from the State entering into a Recognition and Settlement Agreement with the Taungurung Aboriginal Land and Waters Council.
  • Assisting the Racing Integrity Commissioner in relation to an own motion inquiry arising from an allegation of contempt by a witness in a hearing.
  • Representing the Victorian Electoral Commission in Victorian Civil and Administrative Tribunal proceedings arising from allegations of fraud in the casting of votes in the Moreland City Council 2020 local government elections.  
  • Acting for the State of Victoria in both the trial division of the Supreme Court and the Court of Appeal in the Mirboo Ridge judicial review litigation challenging the decision by the State of Victoria to ban fracking.
  • Acting for the Victorian Electoral Commission in a Court of Disputed Returns proceeding arising from the 2018 State election.
  • Acting for various government departments in Independent Broad-based Anti-Corruption hearings involving allegations of serious misconduct
  • Acting for the Minister for Planning in the Lower Our Tracks litigation, a judicial review challenge to a decision of the Minister in relation to level crossing removals, which was heard in the Trial Division of the Supreme Court on an expedited time table.
  • Acting for the State in litigation associated with East West Link.  It involved two Supreme Court Trial Division proceedings, a Court of Appeal Hearing and a High Court hearing in a 5 month period.

Janine has previously been a Sessional Member at the Victorian Civil and Administrative Tribunal, hearing Civil Claims and Residential Tenancies matters, and in 2013, she spent a year doing aid work as a senior legal advisor on Nauru.

Janine is originally from Western Australia where she worked in the State Solicitor's Office for 5 years, during which time she specialised in environmental law and general litigation.

Prior to her legal career, Janine spent eight years as a Town Planner.
