Current practice

Penny practices in government and administrative law, with a focus on advice and litigation in the areas of planning and environment law, particularly contaminated land and water and statutory approvals for infrastructure developments.


Penny recently joined VGSO from the Environment Protection Authority where she advised on a range of environmental matters, including statutory approvals for infrastructure proposals, remediation notices in response to pollution and contamination, and planning scheme amendments. Penny had carriage of judicial review matters at the Supreme Court and conducted matters before Planning Panels Victoria and the Victorian Civil and Administrative Tribunal.

Penny recently completed 12 months at the Department of Environment and Natural Resources in the Northern Territory, where she was responsible for water licensing and compliance and enforcement under the Water Act 1992 (NT).
