Current practice

Steve is a solicitor in the Compliance, Enforcement & Prosecutions Team in the Regulation, Administrative & Disciplinary Law branch at the VGSO.  

Steve practises in a range of enforcement and administrative law proceedings within VGSO, providing both advice and litigation services.  Steve is primarily involved in the prosecution of regulatory offences and disciplinary charges, as well as judicial and merits review work in both courts and tribunals. 

As part of his practice, Steve is available to assist clients by reviewing briefs of evidence and advising on the sufficiency of criminal charges, as well as reviewing internal administrative processes and policies.  Steve has also advised clients on complex matters of statutory interpretation in a number of different legislative contexts, involving medical, local council, electoral, and criminal laws.


Steve joined the VGSO as a law graduate in 2018, and gained experience in a range of public and private law matters across multiple branches.  Since joining the VGSO, he has also been engaged in various ongoing Royal Commissions.

During his studies, Steve worked at the Federal Court of Australia in a variety of roles, including as an Associate to a Judicial Registrar.  In this role, he gained experience by supporting the Registrar in his administrative and decision-making functions as well as clerking in court during bankruptcy applications and disputes as to discovery, subpoenas, and costs.  Steve also helped to support the co-ordination of various pro bono programs managed by the Victorian Registry, including the pro bono barristers referral scheme and the Consumer Action Law Centre financial counsellors project.
